changed the date and time format of announcements under views.py; added more reactions on the admin panel for the other announcements

removed html file in replace of building the announcements page on views.py. two nested loops were used

Added an html file (announcement_board.html) and populated it with information from the models to provide output

Populated the models Announcement and Reaction with 3 records each. Additionally, changed '.models' to 'dashboard.models' in announcements models.py
